Apple released two top tablets in 2012: the iPad 3 and the new iPad 4. The differences between the two are minimal, if we talk about design, with only the new smaller Lightning adapter port making the difference, as the rest of the design is identical. Inside there's a much faster A6X dual core CPU with quad core graphics and an improved facetime camera. The starting price is the same, 9, but the older model was discontinued. For me is clear: if buying your first tablet get the new iPad 4, but if you already have the new iPad 3 then don't bother unless you want the fastest Apple tablet of the moment.
